I always appeal, as I have a blue disability badge - arthritis. So far I have had about 8 fines waived, and at the last parking tribunal, the arbitrator said that the court had no authority to cancel the PCN, as I had committed the offence, but that they were referring it back to the local authority with a recommendation to waive the penalty and an additional comment that in the circumstances I had described, she considered it a disgrace that the Council should have even pursued the case in the first place.
